Abstract: This book is an easy-to-use guide for school boards in how to use data intelligently when evaluating student achievement, educational improvement, and school accountability. Its purpose is to encourage school boards to use data as a basis for their decision-making instead of speculation, perception, or limited observation. Board members can learn why using data is significant, what the different types of data are and how to interpret them, and how to involve and educate parents and community members in their governing efforts. Abstract: The transition of the Czech school system from a centralized system to one where schools enjoy greater autonomy has not been smooth. Educators and administrators need to learn new skills in interacting with parents, community, and each other in an educational system that is becoming more decentralized. Several surveys were conducted to characterize this transition. This report describes new and problematic developments in the Czech educational system, such as the formation of school boards and boards of governors. School boards, meant to represent local communities, parents, and educators, appear to be too far from schools, too slow to react, and unable to play an important role in the system. Boards of governors, intended to evaluate school activity, develop the school's contact with the community, and defend the interests of the pupils, lack support from central, regional, and local governing bodies, which have adopted a "let's wait and see what happens" attitude. Communication problems need to be resolved at all levels of the educational system; accountability procedures need to be established at all levels; and trust needs to be established between parents and school personnel. Autonomous school development, only recently started in the Czech Republic, needs constant attention to take root. (Contains 11 references.) (RT)

Abstract: This paper examines how motivations for school-board membership influence individual board member's agendas. It suggests the implications of individual agendas for board dynamics and superintendents when both must be accountable to state and federal mandates and their own district's desire to collaborate to improve academic achievement for all children. Data for the report were obtained through traditional qualitative methods. Ten school-board members (five males, five females) participated in open-ended interviews. Triangulation through interviews with the superintendents of the participants' districts and with colleagues of the participants was also performed. Interviews were supplemented with the examination of board minutes and voting patterns. Three key findings emerged from the study: (1) board members motivated by personal agendas were more likely to micromanage--an approach that appeared to inhibit collaborative processes and full board participation in decision making; (2) "reformers" were more likely to make decisions in a collaborative manner--sample board members who were placed in the reformer quadrant were more likely to empower others in decision making; and (3) some board members felt they had lost equal input and voice to single-issue board members, expressing concern that the personal-agenda board members pushed too hard for rapid change without considering all factors first. Abstract: This paper examines one aspect of school governance--the role of the school board--which historically has governed education at the local level. It discusses the basic and unique functions of school boards in American education, as well as their effectiveness in meeting the rigors of a changing society. The discussion is presented in four parts: (1) the significance and benefits of local school-board governance as currently established; (2) the major attributes of good school-board governance, including examples of school boards that are providing leadership to raise student achievement; (3) why local school boards are preferable to alternatives that have been suggested; and (4) how the state, as a governance partner, can strengthen the capacity of local school boards to govern and lead. Whereas the paper specifically deals with the school-board role, it recognizes that education governance operates in a broader context that embraces the state and federal levels. It also recognizes that school boards are not monolithic institutions. It details how a good local school board will set a vision, focus on student learning and achievement, provide a structure for success, advocate for education, and involve the community. (RJM)

Following the introduction, chapter 1 addresses the challenges to educational governance (personal, social, organizational, political). Chapter 2 explains the political context of school governance. Chapters 3 through 5 address personal and group-interaction challenges, and chapter 6 discusses strategies for developing and maintaining harmonious relationships. Chapters 7 through 9 discuss meeting management and such governance tools as policies, budgeting, and long-range planning. Chapter 10 describes sociopolitical issues that boards need to understand to act as advocates for educational reform. Suggestions for developing better boards are summarized in chapter 11. Abstract: Public dissatisfaction with school boards, which started building in the 1980s with the publication of A Nation At Risk, is now evidenced by calls for national standards and accountability measures. This paper presents an overview of the changing school board and how some boards have reformed themselves. The paper discusses ways in which legislative initiatives and court decisions threaten the traditional role of school boards and the administration. It describes school-board reforms suggested by the U.S. Department of Education and the National Governors' Association and situations in which boards have been replaced. In some cases state takeover of boards has been due to mismanagement or charter schools that weakened boards' authority. Problems with traditional school boards include frequent member turnover, isolation from government entities that provide social services, individual members' agendas, and isolation from the realities of schools. The paper highlights situations in which the school board was replaced with a business board (Chicago School District) or with school-site councils (Kentucky and Boston). School boards must retrain, reform, and redirect efforts to produce stability within school districts; utilize action research and strategic planning in order to improve student achievement and behavior; and develop coherent agendas centered around the achievement of all students and an effective evaluation system. Abstract: Public schools in America are often at the center of controversy over conflicting values and interests. This paper explores three areas of conflict that surfaced in a Virginia community as it shifted from an appointed to an elected school board. The first section explores the three areas of conflict: (1) conflict over what is taught in school; (2) conflict regarding the operation of educational institutions; and (3) conflict surrounding the cost of public education. The second section reviews literature in the fields of sociology and political science that pertains to group theory and the political process. The third section tells the story of the Virginia county's first school board elections. The final section explores the activity of interest groups in the county and points to possible areas of change due to elected boards. Data were gathered through interviews with key members of local educational interest groups, recently defeated school board members, and recent school board candidates. The case illustrates how group formation reinforced Truman's (1951) understanding of group equilibrium, illustrates the role of interest groups in converting citizen demands into policy outputs, and shows how elections act as access channels to school policymaking. Members of certain interest groups believed that elected boards would be more responsive to their demands. Three tables are included. The appendix contains methodological notes. (LMI)

Abstract: This paper presents findings of a study that attempted to predict the future concerns of a sample of Canadian school board members. The three-round Delphi study was conducted by mail with a random sample of 350 school board members in a western Canadian province. The response rate was 39 percent. Participants predicted that their future top priorities would include finance, student behavior, quality assurance, and employment preparation for students. They assigned low priorities to issues of gender and teacher-work overload. Nine themes that emerged from the board members' predicted concerns centered around educational governance, accountability, program-delivery models, societal change, school security, the educational welfare of students, educational finance, teacher development, and curricular content. These themes infer a generalized belief structure to which board members appear to subscribe. It is suggested that: (1) education will become increasingly politicized; (2) teachers will see little professional/economic advancement and an increased workload; (3) social issues will receive low priority from boards of education; and (4) low-cost innovative teaching models and strong disciplinary measures will receive school-board support.
